Abstract --In Taiwan, severe natural hazard induced by global climate change caused tremendous damage in recent years. This research is to propose a proper natural hazard mitigation plan in national and local level by means of integrating hazard potential, risk analyzing and regulations. Therefore, the authorities concerned could consider hazard preventing procedures in the stage of national land planning and utilization by referencing to the mitigation plan, and thus to reduce the risk of land use and increase the safety for all citizens.
